Major focus of my duties was to perform program analysis, provide policy guidance, and technical assistance and support on the administration and management of tribal health program activities throughout the U.S.  I coordinated and facilitated all tribal delegation meetings for the Indian Health Service Director and senior staff.  Meetings were to discuss pertinent health policy and program management issues concerning the provision of health services to the American Indian and Alaska Native population.  I ensured that IHS staff were properly briefed and prepared to respond to questions and requests of the tribal delegation during the meetings and made certain that appropriate follow up and commitments made by the IHS were completed.  Meetings were conducted locally, at national meetings, and in tribal communities. This function required extreme diplomacy, a sensitive attitude and the maintenance of a trusted, and therefore effective, working relationship with tribal officials, their legal counsels, Indian organizations, congressional offices, and outside entities.  Recognition for my ability was reflected in my performance appraisals as outstanding and was recognized with performance awards.

Details to the Senate side of Congress and the HHS Office of the Secretary provided additional working knowledge between the federal government and American Indians and Alaska Natives.

Worked with the HHS Office of the Secretary, Intergovernmental Affairs, to capture and organize issues and recommendations presented by tribal leaders at the National Deputy Secretary' Listening Councils.

Developed responses to congressional, tribal, IHS, general public, other governmental agency inquiries regarding Indian self-determination and requested policy or other information requested.

  • Was heavily involved with the administrative duties required in the effort of the Indian Self-Determination Negotiated Rulemaking Committee to develop proposed regulations to Public Law 94-638.
