As a project manager I work with departmental managers and supervisors to develop new and to revise existing processes for reporting capabilities to provide data critical to the department decisions improving the quality and availability of prevention, treatment, and rehabilitation services in order to reduce illness, death, disability and cost to society resulting from substance abuse and mental health. I review results with involving parties (stakeholders) to assure the goals of the requests are met and meaningful.
I was principal analyst during the implementation and testing of our new billing system called ShareCare that replaced billing system called VAX. My self-gained knowledge of the new system and knowledge of ADMHS business model helped our vendor in debugging and improving their system which resolved in reduction of our denied claims.
I serve as a source for problem solving whenever there is any issue or discrepancy with billing, claiming, certification, data entry, data edit.
I provide training and functional supervision of other programmers/analysts and consultants in tasks relating to the ADMHS business model, relating to the development of menu-driven reporting capabilities and data sharing opportunities. I use statistical analysis background to develop very complex analysis of data from a variety of sources to assist the department in such projects as measuring the productivity and effectiveness of clinic operations.
As a supervisor I actively work with the staff engaging them in planning and decisions. I encourage staff development with a goal to maximize staff potential. I know strength and weakness of our staff and this understanding helps in getting the job done with maximum benefits.

I developed applications that provided critical data for the Department. I developed data containing details of services provided by ADMHS and contract agencies that were needed by DSS and Probation to claim revenues for the benefit of MISC program. I provided system programming and RDB support to VAX operations. Some of tools I used -  Access, EXCEL, SPSS, SAS, Crystal Reports, SQL, MS Office.
I analyzed the data to assist ADMHS to measure the productivity and effectiveness of clinic operations, to gain better understanding of service funds and consumers' profile.
I worked with management and technical staff of other departments and contract agencies to develop solutions to the data sharing opportunities. I reviewed needs, developed plans, scheduled tasks and reviewed results with outside agencies. Data exchange files were created in a number of different formats: EXCEL, SPSS, SQL ... as needed to make the exchange efficient and timely,
I had several projects for which I was responsible which required working with several State Agencies to exchange data electronically. Those agencies include Department of Mental Health, Office of Statewide Planning and Development, Medicare and Medi-Cal.
I was project manager for the implementation of the Drug and Alcohol computer system and its linkage to the existing Mental Health system. I reviewed the programming source code supplied by software vendor organization for State of Maryland HCACC HEDIS Audit project. I managed a team that developed a linkage between the American Hospital Association annual survey data and nationwide inpatient discharge data (Healthcare Cost and Utilization project). I was a lead analyst/programmer for Cornell University/Strang Cancer Prevention Center project that created a risk profile for heartburn sufferers in order to develop marketing strategies for the new heartburn medication. I was a lead analyst for selection of stratified probability sample from all US community hospitals. I developed statistical reports to evaluate data quality issues.
