Establish policies and procedures for Precinct 4's Senior Adult Program and Community Centers. Develop, implement and promote community-based service programs, events and resources within the precinct. Manage three subordinate supervisors who supervise a total of 25 employees and over 200 community volunteers including the Community Center, Senior Adult Program, Transportation division and Inmate Program. Hire, train, supervise and evaluate all staff members. Submit and manage departmental budget. Serve as Vice-President for Precinct 4's nonprofit organization, Fun4Seniors, which supplements and expands departmental budget. Increased fundraising efforts 50% since 2008. Interact with community and senior adult groups in precinct and Harris County. Serve on committee/boards benefiting senior adults. Developed and implemented the Virtual Community Center concept, a unique, collaborative and cost effect approach to provide outreach and activities for senior adults.

Provided direction, planning, implementation and coordination of the intern and volunteer services programs for the expansion and recruitment of volunteers, interns and special service staff to supplement and extend departmental resources. Established and maintained contracts and working relationships with colleges, universities and community leaders to ensure support and participation of the program.
Facilitated standard staff development training programs and developed an employee workplace violence program and professional development program, both of which were implemented in other Harris County Departments. Developed and branded departmental staff meetings, Public Health Matters, to increase employee awareness of the diverse work and activity of the 600 person department.
Selected as one of four employees to liaison as support to director and deputy director who directed medical operatives for mass evacuation for refugees following Hurricane Katrina, working onsite throughout the duration. Involvement led to selection on advisory committees to advance the department's emergency response policies and procedures.

Planning, development and facilitation of inter generational programs to support 1,000 adults and children. Full leadership responsibility for management, staff and volunteer operations; policy, procedure and program development and budgeting.
Created and implemented a successful city-wide mentoring program with six nonprofit agencies to promote service and volunteer opportunities benefiting the community. Diocesan liaison as committee member to develop and establish new curriculum and programming guidelines involving children, adolescent and families.
