City of Chico - Chico, CA I am in contract with the City of Chico as the designated Administrative Hearing Officer. I hear all appeals and reviews for parking citations and administrative citations, including those issued by Code Enforcement and Park Rangers. After the hearing I come to a decision based on the totality of the circumstances and either uphold the citation, reduce the fine or dismiss the case.
